Electronic Travel Authorization - Questions

Hello,

I have to activate my PR coming from Europe.
So I will fly in the next month.
Question:
Do I have to apply for an electronic travel authorization to?
Or can I go just with the letter of confirmation I got from the CIC?

Exceptions include U.S. citizens, and travellers with a valid Canadian visa. Canadian citizens, including dual citizens, and Canadian permanent residents are not eligible to apply for an eTA.
