my question is
i am selection from Quebec ( PR in Quebec )
my friend told me that even i received social assistance in Quebec i still have the right to sponsor my wife

is this truth ?

If you are on social assistance / welfare for reasons other than disability, then you are disqualified from sponsoring your spouse regardless of which province you live in.
