Questions about the Spousal Sponsorship Forms

Am filling the sponsorship application for my spouse . But still concerned about one point . I got my PR through Quebec Skilled worker program but i did not reside in Quebec .Currently , am abroad and i will return back to live permanently in Canada . I intend to live in Toronto because i am accepted to the PhD program starting this fall .

So could i submit the sponsorship application while am residing in Toronto? or should i return back to Quebec and submit the sponsorship application while residing there ?

My second question is regarding to Q5 in the IMM 5540 SPONSOR QUESTIONNAIRE FORM - they ask to mark the highest level of education. Next to it there’s ‘Numbers of years completed’.

They mean generally or only from the level marked? For example if he marks 'POST GRADUATE STUDIES ’ - should he put years only at post graduate studies (2.5 year) or all years up till finishing the post graduate studies (18.5 year)?
should i mark the other option .For example elementary /primary school (6 years ), secondary /high school (6), college university (4 years)??

My third question is regarding to question 8 in the IMM 5540 SPONSOR QUESTIONNAIRE FORM: they ask " Have you resided in countries other than Canada) .

I am a citizen of Jordan , was born in Saudi Arabia . I was in Saudi Arabia for the first 7 years of my life , Then i moved to Jordan were i completed my study (primary,secondary ,university and postgraduate studies) . 5 years ago i returned back to Saudi ARABIA .

Should i mention all of these events ?

Regarding your first question, according to the Ministère de l’Immigration Diversité et Inclusion
(Information service), that we have previously contacted, they stated that even though you have received the CSQ, once you have gone through the landing process, as a Permanent Resident of Canada, you have mobility rights, meaning you can live and work anywhere in Canada.

We suggest that you contact the Ministère de l’Immigration Diversité et Inclusion Centre de contacts clientèle (Information service) at:

to confirm this information and for additional information based on your own situation.

Regarding your second question, according to the Guide 3900 - Sponsorship of a spouse, common-law partner, conjugal partner or dependent child living outside Canada - Sponsor Questionnaire (IMM 5540) that is specific to this question it states,

From the information we have received previously, you must include the number of years that corresponds to the highest level of education.

According to some IRCC Call Centre representatives, all they can state is that you provide as much information as you can and that you answer to the best of your ability and as logically as possible. They stated that if you need to provide an accompanying letter to provide an explanation of the information or provide an explanation for any gaps or missing information, then you should.

Once you return to Canada, you may also want to try to contact the IRCC Call Centre to confirm this information and to see if they can provide you with some information regarding this type of application process.

You may also want to contact a lawyer who is familiar with Canadian Immigration issues if you require additional assistance with your application.
