PRTD or Renounce and Visa?

Hi,

My soon to be fiancee is a PR. Unfortunately he has not been in Canada since 2010. I am a Canadian citizen however. In our culture it is highly inappropriate for a lady to travel to meet her fiancee especially with out a formal engagement first. He would like to come in August to make it official with my parents and family.

However, he does NOT meet the residency obligations and does not know whether to apply for a PRTD or renounce his PR and apply for a visa.
He has been working at an international company since 2015 as a GM of a regional district and therefore could not come to Canada as often. What should he do?

PLEASE HELP.
