Here is an excerpt,
Permanent residents returning to Canada by airplane, boat, train or bus must show a valid permanent resident card (PR card) or travel document before boarding.
You have to be outside Canada in order to apply for a Permanent Resident Travel Document (PRTD), in order to return to Canada.
It is important to note that the processing time for a Permanent Resident Travel Document (PRTD) can be at least 7 to 10 working days. This is only an average processing time. There are no guarantees and may not include the time needed for the passport and visa to be returned to you.
It is important to contact the nearest Visa Office directly for some information specific to your situation.

You cannot apply for a travel document from within Canada. You can only apply for a travel document from outside of Canada.

Hi,
I’m not quite sure I understand what you mean. First off, your employment status doesn’t matter in terms of applying for a travel document. What does matter though is that you simply can’t apply for a travel document from within Canada (see Anna’s response).
Also, you mentioned that you are a PR card holder. The purpose of a travel document is to prove that you are a Permanent Resident in case you don’t have a PR card. However, since you have a PR card, why would you want to apply for a travel document? A PR card and a passport is all it takes to return to Canada.

yes i can apply for a travel document or certificate of identity within canada… i am a protected person and I DON’T have a passport.

Today i noticed this STATEMENT on the passport website:
"Starting October 27, 2014, Certificates of Identity and Refugee Travel Documents will no longer be printed with a status field on the photo page (page 2). This is already an international standard, International Civil Aviation Organization (ICAO) compliant and will not impede travel.
It is advised that Permanent Residents travel with their Permanent Resident (PR) cards as Certificates of Identity and Refugee Travel Documents are not considered proof of citizenship."
can you explain the above to me? can i travel with PR CARD WITHOUT HAVING A PASPPORT

1/ Processing time is about 10 days to 2 weeks.
2/ The TD is usually valid for 6 months.
