Hello. My name is Ihor Pokhodii and I am applying for permanent residence in Canada under the Ukraine Family Reunification Public Policy program. My cousin, a citizen of Ukraine, is currently a permanent resident of Canada. She received permanent residence in Canada less than five years ago through the program to reunite with her husband, who is a Canadian citizen.
The question is: can my sister sponsor me under the Ukraine Family Reunification Public Policy program, even though she received her status through sponsorship through reunification with her spouse? As far as I understand, if a person has been sponsored within the last five years, he or she cannot sponsor others, but I would like to clarify this point in the context of this program.

You cannot be sponsored through the Ukraine Family Reunification Public Policy by a family member who themselves have been granted permanent residence under the Policy. This would mean that you cannot be sponsored by either your sister or your cousin if they have been sponsored through the Policy. However, please note that the temporary public policy closed as of October 22, 2024.
Second, please note that your sister does fall under the general category of people who could sponsor you via a Family Class application if you are under the age of 22 and if she is also sponsoring her parents at the same time.
Finally, please note that your sister’s husband, a Canadian citizen, cannot sponsor you via any IRCC category to Canada.
If you still plan on coming to Canada, you will need to qualify on your own.
