My mom is PR and her card expired in April. She applied back in January but still not received the renewed card.
She is going on an Alaska cruise with her friend on June 17th for one week. The ship starts at Vanvouver port and comes back to the same port.
I have sent urgent request online, but only an email was received indicating no guarantee of the card before she leaves.
Without the PR card, will she be allow to get off the ship at Vanvouver?
It’s not just getting off the ship that may be a problem - the first issue will get getting on the ship (i.e. boarding at the start of her cruise). She will only be allowed to get on the ship without a valid PR card if she holds a visa exempt passport.
It may be best if you contact the Citizenship and Immigration Canada (CIC) Call Centre as soon as possible for some suggestions and information regarding your mother’s situation.

You cannot apply for a Travel Document from within Canada. You can only apply for a travel document from outside of the country. Unfortunately the US visa isn’t of any help. I’m not sure I see an obvious way out of this. Have you contacted the cruise line to confirm their visa/passport policies?
