Sponsor Brother with Disability?

Hello folks, i hope you are all ok!

Well, i am Ramzi from Morocco, 28 years i work as a freelancer(programmer- internet marketer).

I would like to know if there is a way for me to move to Canada? I have a brother there, he is a permanent resident(Québec). He is ready to help me to go there. Can he sponsor me as a family member? If yes how? And what are the requirements?

Also could i apply for Canada’s immigration without the certificate of work experience? Because i am a freelancer and i don’t have that.

One last thing, i am a disabled person( i still can walk a little bit) and as far as i know that in Canada they value and help the disabled people, could this facilitate something or could any organization or something can help me to join my brother?

I don’t have informations about this, that’s why i decided to join the forums to ask, i am really disappointed and frustrated in this country. It is really like hell for people like my case. If you have any information or help please let me know!
