RQ - Supporting Document outside Relevant Period

hi all,
I want to submit a supporting document - birth certificate of my newborn son.

However, he was born approx one month outside the 4 year period.

Questions:

  1. Can i include it in the application? Considering, a note in bold on top RQ document “The supporting documents you must provide must only cover the relevant 4 year period immediately …”

  2. Also, Can i also submit my hydro bills as proof of my residency?

Any advice?
