The Landlord/tenant Board informs over phone that rental units (including basement apartments built legally) which came into the rental market after November 1, 1991 do not fall under the rent guideline purview. Is this interpretation of Sec. 6.2 of the Ontario Rent Control Act correct?

Does the word apartment include basement apartment (where I live) in a detached 2-storey house. Sec. 6.2 a, b and c of the 2006 Rental Act are not saying this and there are no case studies to interpret Sec. 6.2
