If a tenant has a month-to-month lease agreement, how many times during a year can the rent be increased?

According to the Steps to Justice guide to rent increases, the 2021 rent increase guideline is zero percent. This means that there is a rent freeze from January 1, 2021 to December 31, 2021. For the year 2020, the guideline amount was 2.2%.
