Renewal of PR on H&C grounds (Removed as a minor)

My family moved to Canada in 2000, I was one year old at the time. My parents couldn’t find work in Canada so we left after a short stay of two months.
I am now 17 and have a university offer in Canada and want to move there. What is the likelihood of me receiving a PRTD on h&c grounds?
