Proof of Citizenship for Child born outside Canada

I am a Canadian citizen living outside of Canada for the past 5 years. My child was born outside of Canada 3 years a go. I made a short trip to Canada and while here I wanted to apply for his proof of citizenship but I I talked to an Immigration officer over the phone yesterday, she said that I have to apply at the Canadian Embassy in Ankara Turkey which is the closest to where the child lives (Iran) otherwise there will be a longer processing time.
I have the following questions:

  1. Is applying should only be done from Canadian embassy in Ankara and not from within Canada.
  2. If it has to be from Embassy in Ankara, can I then mail the application form to the embassy.
