PR Card Renewal- Returning with PR Travel Document

Our PR Card expired and we are not meeting days of residency required.
Assessment result from outside Canada give us Permanent Resident Travel Document.
We need our new PR Card to travel,

Can we apply for New PR Card considering Permanent Resident Travel Document before wait for 2 years stay in Canada?

If you cannot fulfill the two-year (730 day) requirement for the five-year time frame starting from when you became a permanent resident, then it is likely you will need to remain in Canada until you can satisfy the requirement for another five-year time frame.The five-year timeframe set out in the Refugee and Immigrant Protection Act is not static. Rather it is a moveable window that is dependent on the time at which a visa officer examined your situation.

The IRCC’s Permanent Residency Status Determination Manual states:

For persons who have been permanent residents of Canada for more than five years, the only five-year period that can be considered in calculating whether an applicant has met the residency obligation is the one immediately before the application is received in the visa office. A28(2)(b)(ii) precludes a visa officer from examining any period other than the most recent five-year period immediately before the date of receipt of the application.

In terms of applying for a PR card, you can find some information in the IRCC ENF 27 Permanent resident card Operations Manual . Here is an excerpt,

Discrepancies in residency obligations If the PRC applicant does not appear to meet the residency requirement (e.g., following an examination of the passport and travel history, input from the visa office, etc.) and insufficient H&C grounds are identified to overcome this shortfall, the officer writes a report under A44(1). The report goes to a Minister’s delegate, who may issue a removal order under A44(2). If the PRC applicant is inadmissible on grounds other than residency, the case will be assessed by the Minister’s delegate and referred to the Immigration Division. During this time, the applicant is still entitled to a one-year PRC, where there is no final disposition on the case whether it is at the report stage, the admissibility hearing stage or the removal stage.

Hello,
Is it true that there is no maximum waiting time for PR renewal? I keep checking online it say…in process… I sent several email but got a computer based rely every time? Can anyone give me the right telephone number (if any) to reach the office in Sydney, NS? I waited over six months so far. I am not planning to hire a lawyer on this. Please send me your advice

According to the Immigration, Refugees and Citizenship Canada (IRCC) website, the processing time for PR card renewals is 81 days. It also states that they are currently working on applications received on April 7, 2015.

Unfortunately, there is no direct phone line available. You may want to try and contact the Immigration, Refugees and Citizenship Canada Call Centre directly to see if they can provide some information regarding the whereabouts of your PR card.
