Our PR Card expired and we are not meeting days of residency required.
Assessment result from outside Canada give us Permanent Resident Travel Document.

Can we apply for New PR Card considering Permanent Resident Travel Document before wait for 2 years stay in Canada?

If you cannot fulfill the two-year (730 day) requirement for the five-year time frame starting from when you became a permanent resident, then it is likely you will need to remain in Canada until you can satisfy the requirement for another five-year time frame.The five-year timeframe set out in the Refugee and Immigrant Protection Act is not static. Rather it is a moveable window that is dependent on the time at which a visa officer examined your situation.
You may also want to contact a Lawyer who is familiar with Canadian immigration applications in order to ask questions about what your rights and obligations are in this situation.

Is it true that there is no maximum waiting time for PR renewal? I keep checking online it say…in process… I sent several email but got a computer based rely every time? Can anyone give me the right telephone number (if any) to reach the office in Sydney, NS? I waited over six months so far. I am not planning to hire a lawyer on this. Please send me your advice

According to the Immigration, Refugees and Citizenship Canada (IRCC) website, the processing time for PR card renewals is 81 days. It also states that they are currently working on applications received on April 7, 2015.
Unfortunately, there is no direct phone line available. You may want to try and contact the Immigration, Refugees and Citizenship Canada Call Centre directly to see if they can provide some information regarding the whereabouts of your PR card.
