Parent application approved but no passport

My parents immigration application is approved.

We got a letter from the government to create a PR portal And that the application was approved.

Online also says that the application has decision made.

But we have no request to submit a passport and can not get any answers from email, online information request form, or anywhere else.

Is this normal? Do they take time to send the passport request letter to give visa?

The pr portal is only if you are already in Canada

Any help in this matter will be appreciated.
