In 1960 I was born in Labrador to two American citizens.
I have a Canadian birth certificate.
Can i become a dual American/Canadian citizen.
Can I obtain a Canadian passport and if so, how do I go about getting it?

Hi
Since both of your parents are American citizens, then you should be able to apply for dual citizenship. Did your parents register your birth with the U.S. Embassy or consulate? If so, your parents (or you) should have a Consular Report of Birth Abroad that you can use to apply for citizenship in the U.S. If not, then you will have to provide documentation: your birth record with your parents’ names, evidence of their U.S. citizenship, and their marriage certificate. I got this information from here and they have a lot more details. I hope this helps!
