Newcomer leaving & returning to Canada

Hello,

I did intial landing and received my PR card. Right now I am working in USA and planning to return to Canada this May. Just wondering what are the obligations for new immigrant, am I supposed to notify IRCC and CRA before I leave and return Canada? Otherwise, how does CRA determine my tax status? Your inputs will be highly appreciated.

I have landed in canada 4 years ago but I didn’t stay.
I am decided to come and stay permensntly and I want to send my personal belongings by ship.
They are used.
Am I alowed to do it?
Are these belongings exempt from tax?

The belongings you put on this form will be duty-free. However, as stated, if your goods are not listed on your original BSF186, they are not eligible for duty-free importation at a later time.

Hello,
I landed Canada on 23 oct , 2020 as permanent residency (spousal sponsorship ) but in December I came back Pakistan in emergency without my PR card because my PR card in process because my father was not feeling and I am very close to my father and I want to return Canada next month . Should I have to wait my PR card and my family Freind bring my PR card with him or should I apply PRTD but I was in Canada only one and half month I am very confused what I have to do
