Legal guardian of a minor Canadian citizen

A minor girl aged 15 years (Canadian citizen by birth at London, Ontario) is being raised in India by the brother of her mother (after the divorce & subsequent death of the mother). Now if the child wants to go back to Canada, will her legal guardian’s family be granted visa/ PR to accompany her? If yes, how long it takes?

1. No, they would have to qualify as Independent Immigrants on their own. Guardianship doesn’t give any special privileges.
