Goods Declaration On 2nd Time Landing To Canada

Dear ,
I had landed to Canada last year on immigration for the first time. .

At that time I made a list of goods for declaration however it was rejected by CBSA at the airport and was told that I need to list the jewellery of my home country as well.

I remained in Canada for 20 days and then left.

I received my PR card
Now I want to permanently move to Canada .

Can somebody clarify how…

  1. How I can declare my belongings this time. The same way as I did last time

  2. Do I need to pay duty on it or not as somebody told me that you can declare your goods only at the first entry for duty exemption.

Please clarify

Thanks
