Delayed Permanent Residence Card

Hello,
I landed on March 5th and was informed that I would receive my permanent residence card within 6 weeks. Its been over 3 months now and I still have not received it. I’ve called CIC a number of times and was informed that my file was taken to a special department for additional verification. They won’t tell me why or how long this will take. I have to apply for a student visa to France in a few weeks and I’m required to provide a permanent residence card as one of the documents. Does anyone know how long it takes for the “special verification process”? Are there cases where the status can get revoked? I’m confused and don’t know anyone to ask for help. Thank you
