“Not valid to travel” does not mean that YOU can’t travel, it just means that you can’t use this document to prove your status as a permanent resident in order to re-enter Canada. If you have a permanent resident card or a travel document, you can always re-enter.

thank you KLAUS.i’ve never been in Canada its my first time that’s why I want to be sure…i’m just to worried and confused about it.because i had a ticket already.and i dont want to waste money.
it says not valid to travel because you cannot travel with this on its own…you need your travel document (your passport) to travel…
