Citizenship application stuck in security clearance for 2 years – guidance needed

I am seeking guidance regarding my Canadian citizenship application, which has been stuck in the security clearance stage for exactly two years.

I have already taken the following steps:

  • Contacted IRCC multiple times by email and webform

  • Submitted several ATIP requests

  • Requested assistance from my Member of Parliament, who has followed up with IRCC on multiple occasions

Despite this, I have not received any clear explanation, timeline, or indication of what is causing the delay. My application remains pending with no movement.

I would like to know:

  • Whether a two-year delay at the security clearance stage is considered normal

  • If there are any additional steps I can take beyond IRCC inquiries, ATIPs, and MP involvement

  • Whether legal action (such as a mandamus application) is appropriate in situations like this

  • If there are community legal clinics or low-cost resources that can assist with prolonged citizenship delays

Any guidance on next steps or referrals would be greatly appreciated.
