Change of DLI once the study permit has been issue

My son had applied to various top notch Canadian universities. Many of them offered him the admission. He finalized one of the universities and applied for the study permit and also got the same. However, he was on the waiting list of some other top ranked universities.

Now he just got the offer of his choice from one of the top ranked universities. If he applies for the change in study permit at this time, it would take a lot of time and he will miss the first year academic session.

Is he allowed to enter the Canada with the current study permit and change the DLI after that?

Changing your DLI if you’re outside Canada

If you change your DLI before coming to Canada and you don’t let us know, you won’t be allowed to board your flight.
If your application is still in progressYou can tell us you changed your DLI by submitting a new letter of acceptance using the IRCC web form.
If your application has been approvedIf your application for a study permit has been approved and you change your DLI, you must submit a new study permit application with a new letter of acceptance.
You must also pay all the fees for the new application.
