Cancelling Health Card

I want to cancel Ontario health card as I am applying for non residency but am unsure if my circumstances will get me into trouble.

I left in 2006 but did not cancel my health card as I was unsure if I was coming back.

On trips to visit my parents’ in Canada I used my health card for yearly check ups and have renewed my photo health card since I was still tax resident in Canada.

I contacted service Ontario and they said I should write that my effective date of cancellation of the card should be in 2006, even though the card was used after that date and has been renewed.

Couldn’t I be charged with OHIP fraud if I cancel it using a departure date of 2006 since it was used after that date?
