Statutory Declaration - PR Card Questions

I have numerous questions concerning the process after reading the pertinent online information. My biggest concern is : statutory declaration signed by you attesting to your identity and a statutory declaration also attesting to your identity signed by:

a person who knew you before you came to Canada (such as a family member) or
an official of an organization representing people from your country of nationality or former residence.

Where do you find an official of an organization representing people from your country of nationality or former residence where the country is Laos ??

If you are referring to the section regarding the required documents it states,

As you can see, it states that you must provide a statutory declaration if under exceptional circumstances, if it is impossible for you to obtain any of the above.

Hi there,
I hope I will get answers at my questions
First question can I renew my son’s passport without his father signature. As he is refusing to sign or to return back to Canada. (Btw we are not divorced yet but separated for almost three years)?
My second question is as I’m outside Canada for so long without my wish cz he took my PRC away from me so I couldn’t finish my 730 days to keep my permanent residency status.so can I get easily a travel document to return back to Canada?
