I applied my parents sponsorship case in 2011 and I am wondering if we can add brother to the parents sponsorship application if he is above 22 years of age ( law changed to 19 years starting Aug 2014) and married but has a mental condition and depends on parents.
I read on CIC website that this is known as type C dependent and they have not stated whether he/she can be married or not in addition to having mental condition.
